The Director General of EuropeAid, Koos Richelle, has circulated the new Guidelines on Making Technical Assistance More Effective and urged staff across the European Commission to take a leading role in implementing technical cooperation reform.

"Your dedicated involvement and leadership are critical to achieve, in the coming months, tangible improvements in the way TC programmes are designed and managed," said Mr Richelle in an instruction note to staff and delegations.

The Guidelines have been prepared by Directorate E, with contributions from the geographical directorates, selected delegations and member states. Other donors and various stakeholders, including senior experts, have also actively contributed.

"As a result," said Mr Richelle, "these Guidelines are ‘Accra proof' and can be used to promote dialogue with other donors and partners. I therefore encourage all of you to actively promote these Guidelines internally and among partner countries, other donors and all concerned stakeholders."

The Guidelines include a comprehensive annex on how to use European Commission procedures adequately in pursuit of the reform initiatives.

"Implementing the Strategy [for TC reform] implies a real change in our way of working, on an every-day basis. We need now to work together and show results," Mr Richelle said.
