Under the auspices of the European Security and Defence College (ESDC), the National College of Home Affairs (CNAI) within Alexandru loan Cuza Police Academy, Romanian Ministry of Internal Affairs, and the West University of Timișoara (UVT) are jointly organising the Common Security and Defence Policy (CSDP) Orientation Course from 9 to 13 December 2019 in Timișoara, Romania. This ESDC training is run with the support of the Romanian Diplomatic Institute (IDR) of the Romanian Ministry of Foreign Affairs.
The CSDP Orientation Course aims to develop and promote a better understanding of CSDP as an integral part of the Common Foreign and Security Policy of the European Union. It will provide participants with a broad understanding of CSDP, taking into account the integrated approach to conflict and crisis, with focus on resilience of fragile states and societies in post-conflict situations, the internal-external nexus – migration and security, public diplomacy, strategic communication as well as hybrid challenges. The final goal of this ESDC core course is to support the EU Member States, the EU Institutions and Agencies and the CSDP missions and operations in training their staff together with selected personnel from the Eastern Partnership countries, in order to be able to better work in CSDP related fields at operational and strategic levels. Participants will also have the opportunity to network, share views and perspectives with one another and with professionals in the field of CSDP.

The training programme is open to both civilian and military personnel from EU Member States, relevant EU Institutions and Agencies, CSDP Missions and Operations, Third Countries and International Organisations (IOs). Participants from the Eastern Partnership (EaP) countries are especially welcomed. The course could host up to 40 participants in total (out of which 18 coming from the 6 Eastern Partnership countries).

EU Member States, EU structures and CSDP Missions and Operations are invited to nominate participants using the ENLIST registration system until 15 November 2019.

Applications of participants from the IOs and Third Countries, other then the Eastern Partnership countries, shall be sent by the competent authority directly to the ESDC Secretariat and to georgica.panfil@eeas.europa.eu mentioning name, organisation, function, personal e-mail address and motivation to follow the course.

Eastern Partnership countries shall send their nominations (up to 3 participants each, preferable representatives of ministries of interior, defence or foreign affairs, priority having experts from law enforcement services, including migration/border protection plus diplomats in charge with the CSDP/CFSP) for the course not later than 15 November 2019 to georgica.panfil@eeas.europa.eu and catalin.andrus@academiadepolitie.ro (mentioning name, function, institution, personal e-mail address). Confirmation of participation will not be final until final confirmation is provided by the ESDC Secretariat.
Alexandru Ioan Cuza Police Academy and the West University of Timișoara invite you to nominate candidates for the CSDP Orientation Course organised in Timișoara-Romania as part of the ESDC academic calendar 2019/2020. The course will start on 17 November 2019 with the eLearning phase. The residential part of the course will take place in Timișoara (Romania) from 9 to 13 December 2019 (Monday 13.00 to Friday 13.00). Deadline for nominations is 15 November 2019.
