Terms of Reference for Individual Consultants
IDI Capacity Development Framework Agreement
Purpose: contribute to capacity development of Supreme Audit Institutions (SAIs) in developing countries, through provision of consultancy services to the INTOSAI Development Initiative (IDI).
Contracting Vehicle: a framework agreement between IDI and several individual consultants which can be used by IDI to call down consultancy services when required at an agreed daily fee rate. The specific services required shall be defined in a terms of reference, and contracted through a call down contract. A place on a framework agreement does not commit IDI to enter into any contractual obligations.
Background:
The International Organization of Supreme Audit Institutions (INTOSAI) was established in 1953 to foster collaboration between external government audit bodies, known collectively as Supreme Audit Institutions (SAIs). INTOSAI is an autonomous, independent, and nonpolitical organization of SAIs from 189 countries that operates as a global umbrella organization for the external governmental audit community. The IDI was established by resolution of the INTOSAI Congress in 1986 to help develop the capacity of Supreme Audit Institutions in developing countries through needs-based, collaborative and sustainable development programs.
INTOSAI and 16 international development agencies have signed a Memorandum of Understanding establishing an initiative that has become known as the INTOSAI-Donor Cooperation. The INTOSAI-Donor Cooperation provides a strategic focus for donors and the SAI community in supporting the capacity development of SAIs. The Cooperation is governed by a Steering Committee chaired jointly by INTOSAI and Donor representatives, and supported by a Secretariat within the IDI.
Illustration of Possible Services:
· Provide assistance to SAIs, INTOSAI regional bodies and other INTOSAI related bodies in preparing proposals for capacity development support
· Review proposals for capacity development support from SAIs and INTOSAI related bodies made under a global call for proposals, and provide feedback to IDI and applicants
· Assist IDI in delivery of global and regional capacity development programs
· Assist IDI in monitoring and internal evaluation of IDI programs
· Assist IDI in facilitating training and workshops on SAI capacity development
· Assist IDI in development or refinement of capacity development products, e.g. SAI Performance Measurement Framework, Capacity Building Needs Assessment, Strategic Planning Guidance
· Other SAI capacity development services as required by IDI
Duration and Volume: The framework agreement shall run for three years from the date of commencement. The total value of call-down contracts for each framework holder shall not exceed the EU procurement threshold for service contracts (currently 125,000 euros, excluding VAT).
Eligibility: open to consultants operating on an individual basis. Current permanent employees of SAIs are not considered eligible.
Costs:
· Daily fee rates shall be paid at the rate agreed in the framework agreement, up to the number of days agreed in the call down contract.
· Travel costs shall be reimbursed based on the actual cost of economy class travel, unless otherwise agreed in the call down contract.
· Per diems for travel away from the consultants home location, including the costs of accommodation, shall be paid at UN rates, unless otherwise agreed in the call down contract.
· Other expenses, including travel insurance and visas for foreign travel, shall be reimbursed at the actual costs, up to the amounts agreed in the call down contract.

Submission of Proposals: interested individuals should submit a short proposal, in English, by email to martin.aldcroft@idi.no by 31 October 2011 comprising:
· Covering letter, highlighting experience of working with Supreme Audit Institutions and other INTOSAI related bodies, and on SAI capacity development initiatives in developing countries
· CV, including proficiency in official INTOSAI languages (Arabic, English, French, German, Spanish) as well as Portuguese and Russian.
· Proposed daily fee rates, in Norwegian Kroner or other specified currency
Selection of Consultants for the Framework Agreement:
Selection will be made based on the best price and quality combination, according to the following evaluation matrix. Additional places on the framework contract may be awarded to ensure access to consultants with working level proficiency in all the specified languages. IDI reserves the right to decide how many consultants to select for the framework agreement based on the proposals received.
