Train4dev (2011) Harmonisation, Decentralisation, Local Governance: Practice cases on financing modalities

Description:

This document presents two case studies of financing modalities for local governments. The first case draws lessons for successful municipal contracting based on the experience of the Urban Development and Decentralisation Program in Senegal from 1998 to 2005. The second case describes the functioning of the ‘’Fonds d’Appui au Développement des Communes’’, an application of performance-based grant system at the local government level in Benin, and assesses its impact on aid effectiveness.
