Description:

This study examines aid programmes geared towards decentralisation and local governance support. Based on experience of both bilateral and multilateral programmes, it presents lessons learned as well as guidance to donor and partner countries to improve their programmes.

Description:

This document summarises an analysis of various donors’ governance assessments and introduces five guiding principles to lead to better collaboration between donors as well as with partner country governments when conducting governance assessments. The principles were developed to improve donor impact, usage and harmonisation of governance assessment.

However, that focus tends to ignore the fact that public finance reforms in developing countries often include elements of fiscal decentralisation.

Description:

This paper provides a general introduction to Fiscal Decentralisation (FD) and shares lessons learned from a number of developing countries. It also explores the links between FD and sector funding and discusses the use of various aid modalities for support to FD, based on experiences from countries in Africa, Asia and Latin America. A number of technical annexes provide more detailed information on some of the core issues.
