François Vaillancourt (2008) L’Economie Polique de la Décentralisation à Madagascar
This summary presents a synthesis of discussions that took place at a World Bank-EU workshop on decentralisation processes in Madagascar. It draws lessons from an analysis of: 1) the recent history of decentralisation, 2) the drivers of decentralisation, 3) the factors for success or failure, and 4) the trends for 2008-2015. This reflection took place when the Madagascar government was considering whether to establish a Local Development Fund for strengthening the powers and implementation capacity of the communes.

This was done through local call for proposals. These calls for proposals allowed to: (i) select eligible local authorities and (ii) determine the amount and sectors to be financed

Within the ACORDS programme, Malgasy municipalities need to submit nine documents in order to request a pre-financement in the health sector. For some of the necessary documents, the template to be filled in is also attached.
This document shows the complexity of the documentation to be submitted by a Malagasy municipality to get financing in one of the several eligible sectors in the ACORDS Programme.

ACORDS Programme Management Unit (2006) Contrat de subvention des plans d’actions triannuels des communes rurales (Grant contract for the three-year action plans of the rural municipalities).
The 267 Municipalities in Madagascar benefiting from the ACORDS Programme signed this model of Grant Contract. The document contains the conditions agreed between the Programme Management Unit and the municipalities. For example, the agreement covers a period of 36 months and the financial support provided cannot go beyond 90% of the total amount estimated for the investment.

This tool served to provide direct financial contributions to municipal budgets. However, the procedure was not adapted to the context for the following reasons:

In the framework of the ACORDS programme (Madagascar), the PMU worked together with the Authority in charge of the regulation of public procurement (Autorité de Régulation des Marchés Publics; ARMP), to adapt the regulation of public procurement to the realities of rural local governments. This was one of the key impacts of ACORDS.
