Train4dev Course (2011): Harmonisation, Decentralisation and Local Governance: Case study: Rwanda Joint Governance Assessment
The Rwanda Joint Governance Assessment case study was presented during the Train4Dev training on Harmonisation; Decentralisation and Local Governance. JGA is a good example of a case in which the principles of harmonisation and alignment are built into an assessment, and it illustrates the opportunities and difficult challenges involved.

This summary presents a synthesis of discussions that took place at a World Bank-EU workshop on decentralisation processes in Madagascar. It draws lessons from an analysis of: 1) the recent history of decentralisation, 2) the drivers of decentralisation, 3) the factors for success or failure, and 4) the trends for 2008-2015. This reflection took place when the Madagascar government was considering whether to establish a Local Development Fund for strengthening the powers and implementation capacity of the communes.

EuropeAid (2011) Engaging non state actors in new aid modalities for better development outcomes and governance (flyer). Tools and Methods Series, Reference Document No 12.
Bringing together Non-State Actors and New Aid Modalities is not an entirely new agenda for the EC. In fact, the EC has a long tradition of working with and through NSAs. The EC is also one of the strongest promoters of New Aid Modalities. Reference Document No 12 pools EC experiences of working with Non-State Actors, and of working with Non-State Actors in a context of applying New Aid Modalities.
