DeLoG (2010) What Development Partners Can Do
This note discusses how donor assistance to support decentralization and subnational governments to achieve the MDGs can be better aligned with official government policy and the activities of other development partners.
This note was prepared by the Development Partners Working Group on Decentralization and Local Governance in occasion of the Global Forum on Local Development organised by UNCDF in October 2010 in Kampala.

This presentation, delivered by Francois P. Yatta, gives an overview of current fiscal challenges in Africa and of the different sources of revenue at local and central level in African countries. The links between fiscal decentralisation and cyclical development, regional integration and foreign direct investments are also discussed.
6th Annual DeLoG Meeting (May 2011) OECD: Update in the Road to Busan
This presentation, delivered by Eduardo González of the Aid Quality Division DCD-OECD gives an overview of the role played by the Working Party on Aid Effectiveness (WP-EFF) in the preparation of the 4th High Level Forum to take place in Busan. It also presents the different steps that will lead to Busan and the results to expect from this Forum in the area of decentralisation and local governments.
6th Annual DeLoG Meeting (May 2011) Intro to DeLoG publication for 4th High Level Forum on Aid effectiveness
This presentation gives an overview of a planned DeLoG publication on Local Governance and Decentralisation, to be published in the run-up to the 4th HLF. It will draw conclusions, report on progress made on the Paris indicators in the area of LGD, show the relevance of supporting decentralisation, make recommendations on how a decentralised system can contribute to aid effectiveness and address the challenges of implementing the aid effectiveness agenda in the field of LGD.
6th Annual DeLOG Meeting (2011) Villadsen, S: Synthesis paper on how to improve aid effectiveness in the field of decentralisation and local governance.
This presentation summarises findings from an EC-commissioned study on aid effectiveness and decentralisation. Since the Paris Declaration (PD), coordination and harmonisation of DLG programmes has improved while alignment continues to be an issue.
6th Annual DeLoG Meeting (May 2011) World Bank: Sub-National Monitoring and Impact Evaluation
This presentation, delivered by Kai Kaiser (World Bank) focuses on the importance of using performance monitoring systems and measuring results when implementing decentralisation reforms. The cases of the Indonesia decentralisation reform and the Bosnia-Herzegovina Municipal PFM and Service Delivery Benchmarking are also presented.
6th Annual DeLOG Meeting (2011) GIZ: GTZ Independent Evaluation in the Thematic Priority Area “Decentralization”.
This presentation shares the findings of a 2008 GIZ evaluation on decentralisation based on 14 GIZ projects across the globe. It makes some recommendations for the work of the DeLOG.

6th Annual DeLoG Meeting (May 2011) KfW: Constructing Indicators to Measure and Monitor Decentralization in Sub-Saharan Africa
This presentation, delivered by Klaus Veigel (from the Competence Centre for Governance of KfW), presents a study that KfW is undertaking on “Decentralization Indicators” aimed at facilitating the comparability of decentralization reforms and highlighting strengths and weaknesses of each country. This study builds on a previous World Bank study of 2002 that tried to track progress of decentralization reforms. The presentation also provides with decentralization scores for a few African countries and presents the cases of Benin and Mali with more details.
6th Annual DeLOG Meeting (2011) SDC: How SDC approaches Learning as a Precondition for Change: “Sustainable Municipal Finances” (Fiscal Decentralisation).
This 2011 SDC presentation summarises the SDC approach to supporting municipal finances. It is based on a learning project where donor grants and fiscal transfers, own revenues and borrowing and building capacity were assessed. The presentation includes recommendations from the project.

This presentation, delivered by Paul Smoke, gives an overview of the current state of local finance systems in many developed and developing countries. It also presents the major constraints when linking Public Financial Management (PFM) to decentralization reforms and what role the international development partners can play.
