Train4dev (2011) Harmonisation, Decentralisation, Local Governance: Monitoring and evaluation support.

Description:

This participants’ kit covers the latest thinking on monitoring and evaluating support to decentralisation, including the guiding principles developed by the DeLoG.  It also identifies the challenges that may be encountered when developing or advising partners on monitoring and evaluation systems. The kit presents different M&E tools and approaches, and discusses capacity building and issues of harmonisation and alignment.

DeLoG (2009) Reference Document on Capacity Development for Local Governance and Decentralization

Description:

This Reference Document provides guidance and practical recommendations on the five steps of the capacity development (CD) cycle: (i) engage with stakeholders; (ii) assess capacity assets and needs; (iii) formulate capacity development responses; (iv) implement capacity development responses; and (v) evaluate change in capacity, and ensure sustained national capacity development. The document also analyses the different principles, approaches and strategies of development assistance and aid modalities deployed by the members of the DeLoG, and provides a collection of good practices and lessons learnt by development partners in enhancing capacities for effective local governance and decentralization through research and analysis of empirical evidence and knowledge base.

 

Train4dev (2011) Harmonisation, Decentralisation, Local Governance - Harmonisation and Alignment.

Description:

This participants’ kit explores how DeLoG’s guiding principles for enhancing alignment and harmonisation are implemented in a variety of country contexts.  It also explores the limitations encountered in the process, the lessons learned and emerging good practices, as well as the strategic and operational challenges ahead.

Description:

This note discusses how donor assistance to support decentralization and subnational governments to achieve the MDGs can be better aligned with official government policy and the activities of other development partners.
