The presentation of the evaluation of ten years of EU support to decentralisation processes, 2000-2009, took place in Brussels in March 2012.  Capacity4dev.eu interviewed several of the participants in order to share their viewpoints on the processes and outcomes.

The District Development Facility (DDF) is a joint donor initiative in Ghana.   The main objective is to improve the service delivery performance of local governments, and to improve donor coordination.  The case study draws the following lessons:

This study examines aid programmes geared towards decentralisation and local governance support. Based on experience of both bilateral and multilateral programmes, it presents lessons learned as well as guidance to donor and partner countries to improve their programmes.

Description:

This case-study is part of a five-country review coordinated by the European Centre for Development Policy Management (ECDPM).  It focuses on the relationship between sector-wide approaches and related sector and budgetary support mechanisms, on processes of decentralisation.

Description:

The shift in aid delivery from donor-led projects to supporting sector programmes (Sector-Wide Approach, SWAp) has contributed to an increase in funding for social service delivery and better management capacity at the national level but not at the local level, creating a macro-micro gap.

Description:

This participants’ kit presents the relationship of decentralisation with sector-support programmes. The central question is how to combine sector support programmes and decentralisation reforms so that they reinforce each other in improving service delivery. In fact, one of the main objectives of decentralisation is improving service delivery and poverty reduction by making governments more responsive to citizens’ needs, improving access to and quality of public services and strengthening accountability.
