The presentation of the evaluation of ten years of EU support to decentralisation processes, 2000-2009, took place in Brussels in March 2012.  Capacity4dev.eu interviewed several of the participants in order to share their viewpoints on the processes and outcomes.

Bumpus (2011). UNRISD. Realizing Local Development in the Carbon Commodity Chain: Political Economy, Value and Connecting Carbon Commodities at Multiple Scales

Description:

This paper provides an analysis of how local community development is connected to the global carbon economy through the creation of carbon commodities (offset credits) and the role of premium credit certification in assisting in local development. The paper shows that information on local conditions should be focused on political-economic processes and the interactions between actors to nuance the social benefits of carbon credit generation in developing country contexts.

OECD (2004) Lessons learned on donor support to decentralisation and local governance.

Description:

This study examines aid programmes geared towards decentralisation and local governance support. Based on experience of both bilateral and multilateral programmes, it presents lessons learned as well as guidance to donor and partner countries to improve their programmes.

Description:

 

This paper by Prof. Keshav C. Sharma (University of Botswana), argues that traditional structures continue to play a role in local development. Involving traditional authorities and relying on their expertise can help to reduce tensions with local governments and improve local governance. 

EuropeAid (2007) Supporting Decentralisation and Local Governance in Third Countries. Tools and Methods Series, Reference Document No 2.

Description:

This Reference Document targets donor agencies and, more particularly, EC staff working at headquarters and in the Delegations.It seeks to provide strategic and operational guidance on: (1) how best to support processes of decentralisation and local governance in third countries, (2) how to ensure that EC sector support strategies (e.g. in health and education) take into account and (indirectly) reinforce ongoing decentralisation processes.

This presentation, delivered by François Yatta, presents the objectives and modus operandi of the LEDNA Network.   LEDNA is the Local Economic Development Network for Africa.  It is a social networking platform generating knowledge on local economic development.  It also provides support for mainstreaming economic development into the decentralisation processes.
