Description:

The Terms of Reference (ToR) outline the requirements for a study on the formulation of an EU support programme aimed at promoting development across the most deprived provinces of Eastern and Northern Sri Lanka. The programme will focus on three main areas: poverty reduction through the provision of basic infrastructure and services for vulnerable populations (core component), economic development, and support to local governance.

This summary presents a synthesis of discussions that took place at a World Bank-EU workshop on decentralisation processes in Madagascar. It draws lessons from an analysis of: 1) the recent history of decentralisation, 2) the drivers of decentralisation, 3) the factors for success or failure, and 4) the trends for 2008-2015. This reflection took place when the Madagascar government was considering whether to establish a Local Development Fund for strengthening the powers and implementation capacity of the communes.
