ACORDS Programme Management Unit (2008) Sector Manual in Health/ Secteur health

In the framework of the ACORDS programme (Madagascar), the PMU elaborated a manual to support local authorities as executing agencies in the health sector. The objectives of this guide were to build capacity of local authorities with regards how to:
- planify activities
- prepare budgets
- implement planified actions
- manage post-investment
It covers the following aspects:
- what to take into account before launching the identification of an action in a particular sector
- roles and responsibilities of different actors (municipal authorities, technical deconcentrated services, local population) throughout different phases of the action;
- norms and regulations to be taken into account with regards works and post-investment management.
