A Rapid Assessment tool for Capacity Development (RAC)
The RAC is a non-invasive approach to asses Capacity Development outcomes
Capacity development has become a strategic objective of aid and development. There is a common consensus on the need to have a capacity development perspective for development effectiveness and aid effectiveness.
By focusing on individual and/or institutional capacity development processes, the RAC provides findings that go beyond what other existing instruments usually offer.
The RAC builds on current EC Technical Cooperation reform (i.e. Backbone strategy) and the Aid Effectiveness agenda. It has been integrated into the new EC Project and Programme Cycle management.
The RAC purpose is to assess the impact that the interaction with a development intervention generates at individual and/or institutional level in terms of capacity development and/or strengthening.
Evaluations rarely assess this impact since they tend to evaluate outputs and results as foreseen in the development interventions’ logical frameworks, that very rarely contain references to a capacity development strategy or even specific capacities that are being sought.
The RAC is therefore a complementary instrument. It is not an evaluation of the development intervention, nor the evaluation of the technical assistance component of a development intervention.
