1. The Specific e-Service is a growing online community for development practitioners. Through the provision of innovative information management tools, provides a forum for all commission staff, partner countries, other donors, academics and civil society representatives to share ideas and expertise. was originally set up to support a comprehensive reform, called the Backbone Strategy on "Reforming Technical Cooperation (TC) and Project Implementation Units (PIU), launched in July 2008. However, following its success and high adoption levels among the development practitioners community the platform has since expanded its thematic scope to cover most of the development aid and cooperation sectors of activity.

Most of the contents of the site are publicly accessible, but only registered users are able to interact with it ... (add contents, comment, contact other users etc)

Nevertheless closed collaboration spaces with restricted access areas are also being offered facilitating exchange and collaboration on draft documents and sensitive issues, among selected members. Contents and views exchanged in these groups are not accessible to the general public but are accessible to the team managing supervising the good use and functioning of the site.

The site is addressed mainly to the Development experts and practitioners of the different stakeholders (DEVCO HQ, All Delegations, Other Commission DGs, Other EU Institutions, Other Donors, Member States, NGOs, and of course beneficiaries), but it can be accessed and used by anyone.

The data collected through the registration form will allow for the provision of advanced services to the registered users and facilitate community building , collaboration and exchange among peers.

The purpose of the data processing is:

a. To offer high value personalised services to the registered users: (such as notifications on new contents, new events, new groups, new discussions etc posted on the capacity4dev:eu platform)

b. To facilitate and enhance exchange and collaboration among peers in the Development Community by providing networking possibilities. If they so whish, users with specific expertise or interest on a specific field of Development, will be visible to others as such, allowing other users with similar interests to get in touch with them or invite them to specific events they might be interested in.

c. To build knowledge around specific fields of expertise through a Peer support system. If they so whish, users with specific expertise or interest on a specific field of Development, and that have opted-in to be part of the "Peer support system" will receive notifications whenever a question is asked on the site on an issue they have expertise or experience in, allowing them to respond to the specific question.

Technical information

The use of cookie must be allowed on the user's computer (client side). It is required when a user logs on to a web application (website).

On the server side the following information are stored:

  • The firewall keeps track of the network traffic, information like user's IP address are recorded;

  • The standard log facility on the Internet Information Server (web server) is on and collects the usual log file info;

  • On the database level, the information stored is the Server Variables and the login & the sha1 hash of the password attributed to the user and used to access the application. The clear text of the password is not visible to anyone not even the system administrators.


3. Who has access to your information and to whom is it disclosed?

The User profile is visible to all users, but Account information is kept private.

Users can modify through their profile the way the platform interacts with them, notifications they will receive and the frequency notification emails will be sent.

All users of the platform agree not to disclose, publish, transfer or provide direct links to any Personal Data found on the capacity4dev:eu platform to any third party, unless explicitly approved by the person(s) concerned.


4. How do we protect and safeguard your information? is hosted at the EC Datacenter (DIGIT, Luxembourg). Data will be handled by a webserver using opensuse 11.3, apache 2, php 5, drupal 6, and a database server using opensuse 11.3, mysql 5.

Patches and updates are regularly installed by the IT team to keep the servers protected against intrusion and malicious access. The database is installed in a secure server room to which only a strict number of persons have access. The server room is protected by fire detection - and intrusion detection systems

A firewall protects the access to the servers. A contract of maintenance is established with the HP provider.

An Anti-virus solution, providing protection from viruses, worms, Trojans and other malicious codes is installed on the servers


5. How can you verify, modify or delete your information?

You can access, check, modify, update your personal profile online yourself. You can also delete your account altogether the same way.

To ensure the consistency of the platform and the coherence of its content, your contributions and comments will be kept on the platform in case of an eventual deletion of your profile. 


6. How long do we keep your data?

Personal Data along with the user account will be kept on the site as long as the account is active and there was no request made by the user to remove him from the system. In case of inactive user accounts, after 2 years of continuous inactivity and following an un-replied e-mail notification from the administrators of the system, the user account will be deleted, along with the profile and personal data provided.

The first level of contact is the functional mailbox CAPACITY4DEV@EC.EUROPA.EU This mailbox is managed by the management team of Capacity4Dev, EuropeAid Unit 06, charged with the controller's responsibility. The controller unit ensures that the transfer and processing of personal data is performed within the Data Protection constraints established by Regulation (EC) No 45/2001.
