Findings from case study Philippines on sector governance

Description:

This document presents the lessons learned of the pilot case study "Governance in the Trade Facilitation Sector in the Philippines" testing the tool in the EC Reference Document "Analysing and assessing Governance in Sector Operations", following an ECDPM support mission to the EU Delegation in the Philippines mid-November 2010.

It concludes the following:

 The EC’s Governance Analysis Framework is a relevant tool for improving the understanding of key governance and accountability relations in trade facilitation.

Trade Facilitation in the Philippines - pilot case study

Description:

This short case study is based on the findings of a week of interviews with a range of trade facilitation stakeholders in the Philippines conducted in mid-November 2010, conducted by the EU Delegation in the Philippines with the support of an ECDPM consultant. The study was conceived as a pilot for field-testing an approach to assessing and addressing governance issues found at the level of different sectors.

The approach, developed by DEVCO and found in DEVCO Reference Document no 4, contains a number of steps, including:

The European Commission’s trade related technical assistance programme in the Philippines has been a notable success. The context and timing of interventions have played an important role in this success, which is also boosting the President's anti-graft efforts.
