I am a Research Fellow at the Overseas Development Institute in London. I specialise on research and policy analysis on demand-side governance initiatives, and I currently manage a programme that works in six very different African countries called Mwananchi (Kiswahili word for ordinary citizen). The programme uses Political Economy Analysis (PEA) to explore the how rules in use affect citizen engagement with their governments towards better accountability, responsiveness in policy making and delivery of public goods to poor communities. It is a DFID-funded action research programme that supports work on specific governance issues through interlocutors including civil society, media, elected representatives and traditional leaders. We are continually learning and theorising what seems to work and not work under different formal and informal institutional contexts, in seeking to influence change in rules of the game and deliver better development outcomes.
