Cost effectiveness of Budget Support

Dear all, I'm looking for studies that aim to compare the cost effectiveness of budget support relative to other aid modalities. Although inherently difficult to compare, there must have been some attempts, I presume using case studies, to find comparable unit costs of service delivery for different aid modalities? Grateful for any advice!

Duke University accepting applications for Budgeting and Financial Mgmt training program

The Duke Center for International Development (DCID) will conduct the program on Budgeting and Financial Management in the Public Sector (BUDGET) at Duke University in Durham, North Carolina, U.S., July 22 – August 10, 2012. The three-week program is organized around four modules—budget and the national economy, budget processes and frameworks, budgeting and financial management techniques, and public sector reform. The program is a combination of theoretical concepts and techniques, and practical applications based on experience in the field.

Government Budgets' shortcomings

Government accounts are afflicted by a twofold shortcomings:

- On  one hand, they are shortsighted and lack time perspective, since budgets are generally for one year, with only limited perspective on a three year horizon.

- On the other hand, accounts are specialized for liquidity management and do not address either the question of income nor the question of wealth accounting in any significant manner.
